Whether you’re new to the process or your business has been selling to the government for years, there’s plenty to learn at this year’s gathering.

Fact or Fiction: How Large Contracts Like The GBSD Are Awarded

Presented by: Brent Owens, U.S. Small Business Administration
1:30 – 2:30 pm

Have you ever wondered how large contracts like the Ground Based Strategic Deterrent (GBSD) out at FE Warren AFB are awarded? What are the timelines? Who monitors the contract to ensure that small businesses get their share of the work awarded? How does it all work? Would a Joint Venture or Teaming Agreement help me get in on some of the work?

Come and join Brent Owens, Procurement Center Representative, U.S. Small Business Administration as he outlines the process and separates the facts from fiction.

Your Company's Proposal: Does It Say What It Really Needs To?

Presented by: Craig Carlson, Trihydro Corporation

Contracting officers from federal agencies do a great job teaching the business community to thoroughly review the various sections of an Request For Proposal (RFP), with particular focus on Sections L (what must be included in the proposal) and M (how the proposal will be evaluated). The competition only seems to be growing in the federal marketplace and it becomes increasingly more difficult to differentiate your firm — knowing that every competitor is attempting to “answer the mail.”

Craig Carlson from Trihydro Corporation will give you a different angle on proposal content with a focus on how firms can potentially get recognized beyond answering to the requirements described in Sections L and M. If you aren’t a proposal professional, this session may provide you with some tips to help set your firm apart from the others.

Contract Compliance Issues: Cybersecurity

Presented by: Adam Austin, Totem

US adversaries are stealing our business and military competitive advantage through cyberattacks. Testament to this fact is China’s copycat air force, comprised of military jets nearly identical to ours and other nations’. Electronic theft of both classified and unclassified information from US contractors—especially small business contractors—enables this disadvantageous mirroring of technology. Much of the valuable unclassified information, such as contract and engineering data, is actually processed by contractors in their own home-grown IT systems. Even the systems themselves are targets for “data laundering” purposes. In this session you’ll learn of the FAR and DFARS requirements for securing contractor-owned IT systems. You’ll also learn about current and upcoming cybersecurity compliance standards your clients’ organizations must be prepared for.

Noon – Lunch and Keynote Presentation

Government Regulatory and Legal Updates

Presented by: Matt Schoonover, Koprince Law

Federal procurement regulations are constantly in flux, and it’s important for any contractor — especially small business federal contractors — to make sure they are up to date on the requirements. In this presentation, government contracts attorney Matthew Schoonover will discuss some of the bigger changes we’ve seen in the small business federal contracting landscape over the last year. Topics include changes to the SBA’s size calculation methods, the new HUBZone regulations and Women-Owned Small Business certification process, updates to the mentor/protégé program, and the continually-evolving cybersecurity demands. Armed with this information, contractors will have a better insight on how to compete for — and successfully perform — federal contracts.

1:15 pm – Breakout Sessions
